Pay your utility bill online or via phone
The City of Oak Park Heights is pleased to offer to it's residents the ability to view and pay their utility bills online free of charge. You may also sign up to receive your utility bills online. The City has selected Payment Service Network (PSN) to process the payments due to the high level of security and convenience they offer. The following guidelines will assist with the options available.
The City is presently paying the transaction fees related to the use Payment Services Network. We made this decision in order to help residents with the payment process as everything moves towards online payments. Online payments help staff at the city with a timely and accurate updates to the customer accounts, saving time in processing payments at city hall and reducing trips to the bank . Credit cards are more costly to process so we ask you to consider paying by electronic check or ACH transfers. If you use a credit card, there is a $500 limit, established to deter large transaction fees. Please do not make multiple $500 entries. Electronic payments is a service to the residents of Oak Park Heights and keeping the costs low is a benefit to all.
Payment Options
You may pay by credit card (MasterCard, Visa or Discover) or eCheck (payment from your checking or savings account). You can make an immediate payment, schedule a payment for a specific date, or set up Auto-Pay.

Click on the links at the bottom of the page to view or pay your utility bill online. You will be re-directed to the PSN web site to register to pay or view your City of Oak Park Heights utility bills.

Follow prompts to register and set up payment options with PSN. You will need your City of Oak Park Heights utility account number and name as it appears on your bill.
View account information online / request to opt out of paper bills
There is NO CHARGE for registering with PSN to view your payment history online or view your bills online. Select the View Online Bill link below to register with PSN and follow the prompts to select the FREE options available. Check the box to go to paperless, and PSN will notify you via email when your bill is ready.
